ATLAS wasn’t built to catch officers doing something wrong — it was built to make good officers better. Three decades of law enforcement leadership taught me that performance is a system: training, supervision, and policy are the inputs; what happens on the street is the output; officer safety, sound policing, and service to the community are the outcomes. ATLAS works backwards from performance — surfacing gaps early, before they settle in as “the way it’s done,” and correcting them before a small deficiency grows into a serious event. And when the results aren’t there, it shows an agency where to look: at its training, its supervision, and its policy — not just its people.
